IOM South Sudan looking for “HR and Staff Development Officer”.

The International Organization for Migration is an intergovernmental organization that provides services and advice concerning migration to governments and migrants, including internally displaced persons, refugees, and migrant workers. In September 2016, IOM became a related organization of the United Nations.

The IOM has published a job vacancy announcement on 16th January 2024 for qualified South Sudanese to fill in the vacant post of HR and Staff Development Officer to be based in Juba, South Sudan.

Core Functions/ Responsibilities

  • Assist the Human Resources Officer in implementing IOM’s Human Resources policies, rules and regulations, as well as standards and techniques considering the mission activities; and check that the mission administrative procedures are in place and followed and are in accordance with these practices.
  • Assist with the Recruitment processes in the mission in close liaison with the Human Resources Officer and provide support to the mission in fulfilling the appropriate staff and non-staff vacancy needs; check that relevant recruitment procedures are effectively and swiftly applied.
  • Review contracts and personnel action forms issued for and in reviewing contract extension requests for international staff.
  • Review and update the personnel administration of South Sudan local staff to ensure processes are well followed and that documentation is correct.
  • Facilitate the timely appointment, transfer and separation of international staff in close coordination with Human Resources Officer, staff Personnel Administrators and other relevant units, as needed.
  • Track and follow up on the timely and regular implementation of the PAS – Performance Appraisal System in the mission and generate statistics and data required for the mission.
  • Check the maintenance of the HR Module in the mission to keep the information accurate and up to date.
  • Provide technical support for the transition of the ERP.
  • Assist with the roll-out/implementation of new HR WAVE updates including eREC.
  • Review personnel administration and payroll processing for local staff in the mission and ensure proper documentation with regards to payroll and personnel administration.
  • In close coordination with the Human Resources Officer, assist the mission in the implementation of up scaling or downsizing activities in accordance with HR policies as needed.
  • Coordinate the development, delivery and evaluation of staff learning and development programs and the implementation of an annual organization’s training plan and budget, evaluating the ‘return on investment’ of any training or development programme.
  • Provide day-to-day performance management guidance to managers within the mission in close coordination with HR Officer, Head of Resources Management and Staff Development and Learning (e.g., coaching, counselling, career development, disciplinary actions).
  • Provide input on workforce and succession planning as well as resources management unit restructuring as needed in close coordination with the HORM.
  • Compile course evaluations; provide relevant statistics on training activities for inclusion in reports.
  • Draft reports and analyses that may be required in close coordination with the HR Officer, Senior Regional Resources Management Officer or Head of Resources Management.
  • Ensure the regular updating of the Mission organigrams/staffing table and contact lists.
  • Track and monitor gender balance mission statistics for gender target planning.
  • Perform such other duties as may be assigned.

Eligibility Criteria

Education:

  • Master’s degree in Human Resources, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience:

  • Experience in human resources management, recruitment, organizational development;
  • Experience in human resources management in a large-scale mission with emergency context;
  • Working experience in developing countries an added advantage.

Skills:

  • Ability to prepare;
  • Excellent organization skills; analytical and creative thinking;
  • Excellent interpersonal, cross-cultural, and diplomatic skills and the ability to lead and work collaboratively with a diverse team;
  • High degree of computer literacy with good experience in HR IT systems and applications, good knowledge of MS Excel is essential. Demonstrated writing skills;
  • Good knowledge of IOM/UN human resources and financial policies and staff rules and regulations; and,
  • Good understanding of human resources challenges faced in a remote location.

Languages:

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic and another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
