Key Areas of Accountabilities:

Promote and give guidance on the centrality of Cash and Voucher Assistance (CVA) in the context of the humanitarian response in Ethiopia. Together with the Coordinator, develop strategies in collaboration with WG members to ensure that CVA best practices are systematically implemented and updated in the humanitarian response interventions.
Contribute to countrywide strategy development and promoting the centrality of CVA
Provide strategic insight on the conceptualization of an exit strategy from emergency MPC, with special emphasis on referrals and alignment with early recovery/stabilization/durable solution/social protection initiatives where possible.
Technical support to stakeholders to promote quality CVA programming.
Provide technical advice to stakeholders, as requested, on efficient, effective and context appropriate CVA programming for affected population
Draft/update MPC and sector specific CVA guidelines, key messages and Standard Operational Procedures as needed
Assist the CWG, including organizations such as REACH, iMMAP, HNAP, in designing tools such as, market and needs assessment, response analyses, selection of delivery mechanisms PDM meta-analyses, risk management/mitigation and facilitate stakeholders’ access to tools;
Coordination support role of the CVA programing in Ethiopia
Ensure and liaise with 107 member organizations, donors, all clusters, ICCG and HCT at national and regional level.
Participate in discussions and coordination meetings at the national and sub-national levels
Generate reports of gaps and needs across the country and sectors
Take minutes in various CWG and Strategic Advisory Group meetings
Support and organize sub-national CWG meetings at sub-national level
Work with ICCG/OCHA IM unit in cross-Sector information management and analysis at the strategic level;
Act as the Cash Working Group focal point for Information Management Working Group meetings
Ensure the dissemination and adaptation as necessary of information management tools that meet the Working Group needs
Ensure linkages with all Cluster stakeholders, particularly local actors, for enhanced sectoral risk mapping and gap identification.

Minimum Requirement:

Bachelor’s degree in social science, Economics & Agriculture is required,
At least ten years of combined field and headquarters experience in different international organizations or projects (e.g. UN agencies, INGOs, IOs, Donors, IFRC or ICRC)
Knowledge of the UN System, and NGO humanitarian community, and humanitarian coordination architecture (desired)
Knowledge of Cash and Voucher Assistance (CVA) standards, indicators and best practice
Knowledge of market-based approaches
Experience providing high-level technical trainings adapted to various skill levels and contexts.
