IOM South Sudan looking for “Area Based Leadership Coordinator”.

The International Organization for Migration is an intergovernmental organization that provides services and advice concerning migration to governments and migrants, including internally displaced persons, refugees, and migrant workers. In September 2016, IOM became a related organization of the United Nations.

The IOM has published a job vacancy announcement on 22nd December 2023 for qualified South Sudanese to fill in the vacant post of Area Based Leadership Coordinator to be based in Bentiu, South Sudan.

Core Functions/ Responsibilities

  • Lead in joint analysis, planning and implementation of activities along the Humanitarian-Peace -Development nexus (HDPN) approach guided by and consistent with the respective humanitarian and development plans and linkages with peace building efforts.
  • Promote and lead the development of joint priorities for collaboration (collective outcomes) aimed at reducing needs, risk, and vulnerability and based-upon a bottom-up, community-based approach.
  • Promote and lead a collaborative and inclusive approach to identify and implement solutions at all stages of the HDPN, promoting continued engagement of local communities, authorities at the relevant levels and, where possible, the private sector.
  • Ensure conflict sensitivity and protection is mainstreamed across the HDPN at all stages, including to articulate how collective outcomes or solutions address protection threats or risks and, positively, contribute to sustainable peace and social cohesion.
  • Lead and promote the development and implementation of joint communication and advocacy strategies at the State level, also around resource mobilization.
  • Where necessary and indicated, lead on integrated area-based operational or thematic plans and roadmaps as agreed by the UNCT and/or HCT.
  • Lead, in coordination with the Deputy Special Representative of the Secretary General (DSRSG)/ RC/HC Integrated Office, in the production of Area Based quarterly dashboards and Snapshots and other information products as required.
  • Ensure performance monitoring by, in coordination with the DSRSG/RC/HC Integrated Office, identifying measurable and agreed outcome-level indicators, assuring synergy between relevant clusters/sectors.
  • Perform any other tasks as may be requested by the RC/HC

Eligibility Criteria

Education:

  • Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience:

  • Operational and field experience in project development and management, monitoring and evaluation;
  • Demonstrated experience in managing IOM offices and liaising with governmental authorities, other national/international institutions; and,
  • Demonstrated experience in designing and implementing Durable Solutions programmes.

Skills:

  • Sound knowledge of IDPs and returnees migration related issues, including economic and social conditions;
  • Excellent knowledge of technical cooperation principles, concepts and techniques;
  • Advanced knowledge of financial and administrative management;
  • Effective resource management and mobilization skills;
  • Excellent writing, communication and negotiation skills;
  • Ability to prepare clear and concise reports;
  • Knowledge of UN, IOM, international organizations, and non-governmental organization (NGOs) mandates and programmes in the area of migrant assistance and humanitarian assistance; and,
  • Proven ability to supervise, coach, and direct staff and manage operations in transitional contexts.

Languages:

  • IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic and another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
