Position Summary: The Evaluation Team Lead will be responsible for designing and leading the evaluation of the USAID/RASS activity in South Sudan. This role will provide actionable insights for the Resilience through Agriculture in South Sudan (RASS) improvement, managing a team of experts to ensure timely delivery of the evaluation report, and ensuring compliance with USAID regulations, evaluation guidelines, and reporting requirements. The position also involves engaging with diverse stakeholders to ensure collaboration and buy-in and demonstrating cultural sensitivity and awareness of the socio-political and cultural context of South Sudan.
Eligibility Criteria
- Master’s degree in a relevant field required. Ph.D. is preferred.
- Minimum 15 years of experience in designing and leading evaluations of USAID-funded agriculture and livelihood activities in emergency, conflict-affected settings like South Sudan, with a successful history of managing complex evaluations is required.
- Experience in innovative evaluation tools and technologies is required.
- Experience in a leadership role to guide a multidisciplinary team required.
- Experience in multicultural environments is preferred.
- Experience with mixed-methods evaluation approaches.
- Knowledge in agriculture and livelihoods programming, emergency response, and recovery in conflict settings, focusing on sustainable development and community empowerment is required.
- Knowledge of the socio-political and cultural context of South Sudan preferred.
- Understanding of USAID regulations, evaluation guidelines, and reporting requirements is required.
- Ability to engage with diverse stakeholders, ensuring collaboration and buy-in is preferred.
- Strong project management skills required.
- Strong English language skills in writing, presentation, and conversation is required.
