The UNDP has published a job vacancy announcement on December 09, 2023 for qualified Ethiopia’s to fill in the vacant post of Programme Assistant to be based in Addis Ababa, Ethiopia.

Duties and Responsibilities:

  • Collect, analyze, and present background information for the formulation of projects and programmes, work plans, and budgets.
  • Draft project briefs, briefing notes, updates, and summaries of project/programme documents and other programme-related documents.
  • Maintain a database of partners, programme/project documents, reports, and work plans for easy reference and retrieval;
  • Maintain donor profile, Contribution Agreements, MoU, etc. for projects under the area of support/responsibility.
  • Prepare required budget revisions, revise project status, determine unutilized funds, and ensure operational and financial closure of a project.
  • Provide support to implementing partners on implementation of projects, and track use of financial resources.
  • Assist in managing digital technology solutions in programme implementation towards scalability and sustainability in line with UNDP’s digital standards.
  • Assist in ensuring that data generated in the programme implementation is managed effectively across the data lifecycle.
  • Communicate programme-related bottlenecks and possible solutions.
  • Support preparation for external and internal programme/project audits and implementation of audit recommendations.
  • Provide administrative support to the Programme unit by maintaining the internal expenditure system and performing quality assurance review of technical reports and payments that includes following up with other units and taking timely corrective actions.
  • Support the follow-up on programme and project performance indicators/ success criteria, targets and milestones, preparation of reports, and implementation of corporate results-based management mechanisms and tools.
  • Regularly monitor financial delivery trends and develop delivery acceleration plans in collaboration with the Programme Associate/responsible Programme Manager as and when necessary.
  • Keeps up-dated knowledge as to changes in Unit and UNDP programme and project budgeting and accounting.
  • Release of Advance, Direct Payment, and Reimbursement in Quantum after critical review of the AWP and supporting documents.
  • Prepare Cash Notification Transfer (CTN) & follow up on bank advice for advances released to IPs
  • Review and ascertain that supporting documents like (FACE, expenditure breakdown, checklist, etc. are in order before recording in the system
  • Uploading of documents for respective projects on Share Drives and Transparency Dashboard (Prodoc, FRs, Steering Committee meetings, Minutes, etc.) for reference
  • Support in the Closure of the project (Operationally and Financially) in close contact with PDRM and UNall.
  • Provide training to the implementing partners on routine implementation of projects and budgeting/accounting rules and procedures.
  • In collaboration with the M & E Officer and Programme Associate compile regular reports (pie charts, graphs, etc.) on programme delivery and resource allocation to facilitate the M&E coordination;
  • Facilitate and conduct field monitoring visits, arrange review/evaluation missions, and compile progress/update reports.

Minimum Requirements:

Education:

  • Secondary education is required.
  • A university degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or a related field will be given due consideration, but it is not a requirement.

Experience:

  • A minimum of 5 years (with a high school diploma) or 2 years (with a bachelor’s degree) of relevant progressively responsible administrative/management experience is required at the national and international level.
  • Experience in the usage of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.
  • Demonstrated experience in ability to review and edit documents and produce meeting reports identifying key actions is an asset.

Language Requirements:

  • Fluency in English is required.
  • Fluency in the national language of the duty station is required for local staff.
