The WHO has published a job vacancy announcement on 05th March, 2024 for qualified Ethiopia’s to fill in the vacant post of Monitoring Evaluation Accountability and Learning Officer to be based in Addis Ababa, Ethiopia.

WHO Job Vacancy 2024

Duties:

• Support planning and implementation of monitoring and evaluation activities on effectiveness of all health assistance interventions (e.g. beneficiary needs and access status, programme modalities, implementation challenges, etc.).
• Review and give technical feedback on monitoring and evaluation plans for new programmes and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
• Contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance ability to demonstrate outcome focused results.
• Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
• Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
• Train WHO and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
• Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.
• Work in close collaboration with internal counterparts and external partners to strengthen the data quality, accuracy and consistency to build credible performance evidence.
• Provide monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, risk management and risk mitigation activities.
• Aggregate and maintain information from technical teams, field offices and partners including contact lists, event specific information (what, where, who, how many, how quickly, status), health indicator data, health situation data, health response data, etc.
• Develop tools to harmonize data collection and processes across WCO and field offices to facilitate consolidation of information. Respond to specific information requests from the technical teams and partners, ensure dissemination of information and knowledge sharing with all partners.
• Perform any other duties, as required by the supervisor.

Minimum Requirements:

Education:

• First university degree in information management, , public health, epidemiology, economics, international development, life sciences, public or business administration, Information Technology from an accredited/recognized institute.
• Relevant Training in monitoring and evaluation and/or planning

Experience:

• At least two years’ of related experience in the design and implementation of monitoring and evaluation strategies, methodologies and tools, including experience large enterprises, in emergency operations or humanitarian context.
• Experience with WHO/UN, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization or a public sector organization.

Languages:

• Excellent knowledge of English.
• Knowledge of the local language(s).
