The WFP has published a job vacancy announcement on 10th January 2024 for qualified South Sudanese to fill in the vacant post of Security Officer to be based in Juba, South Sudan.
Key Accountabilities (Not all-inclusive)
- Work in close collaboration with internal counterparts and external partners to align security activities with wider programmes and ensure compliance with security policies and procedures.
- In conjunction and in support of the Access unit, identify and maintain relationships with key interlocutors within the SSUD authorities to be able to support staff protection, assets, activities and facilities from a security perspective where WFP is present.
- Provide technical advice, guidance and support in such areas as operational security requirements, security assessments and plans that will work towards strengthening the internal capacity in areas such as security management, crisis readiness and preparedness while also contributing to the development of the country security strategy.
- Keep up to date with and advise upon local security developments and issues and the potential impact upon WFP operations to inform security and operational activities.
- Conduct context analysis in conflict affected areas of operations, determining the key characteristics and locations of non-state armed groups (NSAG).
- Ensure that all operational field deployments especially the temporary field missions are conducted in a safe and secure manner focusing on the security of WFP staff, partners and Assets.
- Undertake context analysis and provide reports on the state of the conflict affected areas of operations, determining the key characteristics and locations of non-state armed groups (NSAG). Initiate and manage the formation of an analysis cell and provide regular reports on the situational outlook for SSUD to senior management.
- Coordinate with the Access unit for the identification and notification of local authorities in advance of any missions and engage with the relevant authorities on the ground to provide a security-based assessment of the situation and communicate and negotiate security guarantees or “acceptance” for WFP to operate in all areas.
Eligibility Criteria
Education:
- Advanced University degree in security risk management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field OR first University degree with additional years of related work experience and/or relevant training/courses (LSA-SCP-SAPP or equivalent).
Experience:
- A minimum of five (5) years working experience in Safety and Security Risk management, international law or management of humanitarian operations in high or medium security context.
Knowledge & Skills:
- Provided technical support on security operations, advice to strengthen the security function.
- Analyzed complex issues using independent judgment and anticipate the potential strategic impact,
- Delivered effective training, assessing participant needs and responding flexibly.
- Coordinated action/reports with security-related entities.
- Developed and managed budgets.
- Managed personnel within related areas of expertise.
- Ability to meet deadlines and work under pressure as part of a team
- Good communication skills
- Excellent written and analytical skills
- Willingness to work in challenging environments/ field locations.
